In order for a witch to become Draga or strygoi, Sora‘s silver magic must be passed to them, either by her directly, or someone already touched by the magic.
After the massacre in Dacia, there were too few Dragas and strygoi in the world, causing Sora to fall into a deep sleep.
She woke after a thousand years, when Ember became a new strygoi.
